When waiting still makes sense
Waiting is more reasonable when nothing material changed, the issue is already routed, and another message would mostly repeat the same facts without adding new signal.
Patience is not the same as silence forever. It simply means another update is not yet the most useful move.
When another follow-up is justified
Follow up again when the consequence worsened, a new blocker or risk appeared, or you now have a clearer fact that changes how the issue should be understood.
A good follow-up is driven by changed signal or consequence, not only by the discomfort of waiting.
