When the question is still routine clarification
A household or identity question is still more routine when your team is clarifying expected relationship details, checking which record needs cleanup, or resolving ordinary uncertainty that does not yet change the real decision boundary.
Routine clarification should still stay documented clearly, but it does not automatically mean the church has crossed into a high-consequence people-data case.
When guided review is the safer move
Move into guided review when the ambiguity now affects who a person record canonically represents, whether a household interpretation will rewrite meaning, or whether a merge could collapse history your church still needs.
At that point vague reassurance is not enough, because the issue is no longer simple cleanup friction but a people-data decision with real consequence.
