When the question is still normal clarification
Shared-access uncertainty is still more ordinary when your team is confirming who needs a routine role, clarifying expected visibility, or checking whether a standard request is aimed at the right person.
That kind of clarification can still be consequence-aware without pretending every identity detail is already verified.
When ambiguity needs a narrower lane
Move into guided review when identity or shared-access ambiguity now affects sensitive records, approver confidence, financial or people-data visibility, or whether your church can judge the request as safe from the current information.
The point is not to dramatize every access question. It is to avoid letting vague reassurance stand in for a real safety boundary.
