When uncertainty is still normal setup friction
Access uncertainty is still more ordinary when your team is clarifying who needs which role, checking routine permissions questions, or confirming expected setup steps without yet changing a real trust or approval decision.
Normal setup friction can be inconvenient, but it does not automatically mean the access path is unsafe, broken, or already disproven.
When uncertainty becomes a real blocker
Treat access uncertainty as a real blocker when it starts weakening trust, changing who can safely approve the next step, or making the consequence of guessing too high to continue casually.
At that point the safer move is narrower review and clearer authority handling, not more optimism or more vague reassurance.
